United States of America (Milbraith, 1985) Japan (Miyamoto, 1991), Great Britain (Clapp, 1994) and Australia (Coward, 1988). This has resulted in a worldwide increase in the concern for the environment and the effects of pollution since the late 1950s and evidence of this increase is discussed and illustrated with data from opinion polls and other indicators in Australia and other industrialised countries.
7 Public opinion and public policy The previous sections discussed trends in concern for the environment and several authors alluded to the fact that this increase in concern did not necessarily translate into governmental action on the environment. In the next few sections we explore the link between change in concern and resultant action using the terms attitude and behaviour favoured by the psychological literature and discuss some ideas from this literature. Relevant questions are therefore: do changed attitudes towards the environment bring about changes in behaviour that can reduce harm to the environment; can a measurement of changed attitudes be used to predict changes in behaviour; and if one changes people’s attitudes will their behaviour towards the environment change?
