Technological change is therefore strongly influenced by the availability of such people. The first group that comes to mind is the engineers, who indeed are usually the ones most intimately instrumental in technological change. In the modem world, they generally draw on a large base of science for their work.

Some of these will lead to changes in the technology. But the principle of immanent change must mean more than this for a technological society. Change is immanent directly and by design; it is part of the process of technology and the basis of the economy. The reinvestment of a portion of the national product and the large expenditures on innovation are only two aspects of this. The idea of immanent change simply means that a system changes because of its own properties that determine its own course of evolution.
