Most disabilities are not ‘handicaps’ in the sense of making people unable to work and take part in community life on an equal footing with others. This includes severe disabilities such as being confined to a wheelchair. Often it is only the fact that an environment is not adapted – there are no wheelchair ramps or lifts – that makes full participation difficult for people with such impairments. A qualified person with a disability is someone who, with or without reasonable adjustment by the employer, can perform the essential function of the employment position that s/he holds or desires.

On Spain: There were no reports of discrimination against persons with disabilities in employment, education, or the provision of other state services. The Government subsidizes companies that employ persons with mental or physical disabilities.
